I am unable to access my instance at Cardiff. The IP is 131.251.130.59. It tells me “connection refused.” each time I try to log in.

The reason that this instance won’t boot (and therefore start its SSH server) is that its root partition (/dev/vda1
) is 100% full.
Please be careful that you have volumes attached and mounted where you think they are when mv
ing files, and check their current capacity using df
.
I have created and mounted a small volume at /home/ubuntu/rescue_volume
to take some data, and rebooted your instance.
You should be able to SSH to it now.
