Launching new instance - nothing available for 24 hours?

I’ve been tracking the launch status for 24 hours now, and it seems to be perpetually disabled, even when the vCPU and RAM utilisation is below capacity. I’ve been tracking all four regions. Is there any reason why/ is there anything I can do about it?

I asked about launching instances a couple of months ago and never got a reply. It’s been disabled every time I’ve checked.

All sites are currently at full capacity. If and when we gain any additional capacity we will send an email to inform the user base.
