How can I wipe my virtual server and update ubuntu?

Hi I want to start afresh with my server and update to ubuntu 23.04 lunar lobster - as I can’t get R to update and I can’t update the software on the server to support R packages. Have tried to update GCC from vers 5 to 10 and it just won’t do it
