Unable to ssh into server

I can’t seem to be able to ssh into a server I have created, hosted at Birmingham.

I’m running Ubuntu using Windows Subsystem for Linux, using the command ssh ubuntu@[server IP address]

The flavor of the server/VM is ubuntu 20.04

I keep getting the error ssh: connect to host [IP address] port 22: Connection timed out.

What am I doing wrong here?
